CONSTITUTION OF THE STUDENT ACTIVITIES BOARD
WEST VIRGINIA UNIVERSITY INSTITUTE OF TECHNOLOGY AND THE COMMUNITY AND TECHNICAL COLLEGE AT WVU TECH Revised Fall 2004 STUDENT ACTIVITIES BOARD It is the belief of the Student Activities Board (SAB) that it was established to be the central programming body for those cultural, recreational, and social events and/or programs that are partially or totally funded by the students of West Virginia University Institute of Technology amd Community and Tecnicial College at WVU Tech. Toward this end, the SAB should endeavor to program as wide a range of events as possible that have an appeal to the student body, and which that body has expressed an interest in and supported with its attendance. Therefore, the SAB should attempt to have as large a student participation as is feasible, both in selection of programs and their production. It is important to note that participation in the SAB is open to all who are interested in the programs that the SAB involves itself with. In the area of student attendance at cultural or social events, it should be the policy of the SAB to promote conditions that are favorable to student attendance. This specifically means that ticket prices be held at a minimum or, if possible, done away with, that the artists be selected for their appeal on campus, and that whenever possible, attendance be restricted to holders of West Virginia Tech and CTC at WVU Tech Identification cards. By doing this, the SAB believes that it has been and will be justifying the amount of money it draws from each student. The SAB also believes that it has an obligation to program events, which, while they may not appeal to the majority of the student body, are aesthetically excellent and may appeal to a reasonably large group of students. That is, we cannot present merely the overwhelming popular at the expense of the artistically excellent. Finally, the SAB firmly believes that it is not to monopolize either the artistic or social events of the campus. The SAB sincerely wishes to work with all interested groups in achieving a well rounded and successful activities' program for the entire college community.
CONSTITUTION OF THE STUDENT ACTIVITIES BOARD WEST VIRGINIA UNIVERSITY INSTITUTE OF TECHNOLOGY & CTC at WVU TECH
PREAMBLEWe, the members of the Student Activities Board of West Virginia University Institute of Technology and CTC at WVU Tech, do hereby establish this constitution so that our purpose, to improve the coordination of programs that serve the cultural, educational, recreational, and social interests of the students of West Virginia University Institute of Technology and CTC at WVU Tech, may be realized to its fullest extent. ARTICLE I NAME The name of the organization shall be the STUDENT ACTIVITIES BOARD (SAB). ARTICLE II PURPOSE The SAB is part of the educational environment of the colleges. Through its various committees, it provides a cultural, social, and recreational programs aiming to made out of classroom time activity a cooperative factor with the classroom experience. ARTICLE III MEMBERSHIP Every student officially enrolled as a student at West Virginia University Institute of Technology and CTC at WVU Tech becomes a member of the SAB upon payment of the student activity fee, for the period said fees cover. ARTICLE IV GOVERNMENT The Government of the SAB shall be vested in the Executive Board subject to the regulations of the President of the Institution, and the Office of the Dean of Student Development. Section I Executive Board.
A. Membership of the Executive Board.
1. Chairperson of the Board. 2. Treasurer. 3. Social Chairs from West Virginia University Institute of Technology Student Government Association and the Community and Technical College at WVU Tech Student Government Association. 4. Joint Committee Chairs.
B. Powers and duties of the Executive Board.
1. Coordinate and approve the work of the committees of the SAB. 2. Draw up the SAB budget from requests for the committee chairs and submit the budget to the West Virginia University Institute of Technology Student Government Association. 3. Review and evaluate all programs. 4. Organize and if necessary, implement programs in the areas not assigned to a committee. 5. The Executive Board shall have the power to impeach the Chairperson of the SAB. In these proceedings the Treasurer shall preside, when impeachment is initiated by the Treasurer the President of the Student Government Association shall preside. Impeachment Hearings shall follow the guidelines set forth in the West Virginia University Institute of Technology Recognized Organization Review Board (RORB). Appeals are made to the RORB whose decision is final. 6. Recommend policies and amendments to the Constitution to the membership for action.
ARTICLE V SELECTION AND QUALIFICATIONS FOR OFFICERS
Section I Chairperson of the BoardThe office of the Chairperson of the SAB is a major student body officer appointed by the Associate Dean of Student/Director of Student Activities based upon the recommendation of a Selection Committee. The Selection Committee is made-up of out-going SAB officers, the President of the Student Government Association of the West Virginia University Institute of Technology, the President of the Student Government Association of the Community and Technical College at WVU Tech, the Social Activities Secretary of the both SGAs, and the Associate Dean Of Students/Director of Student Activities. The Committee is co-chaired by the President of the West Virginia University Institute of Technology SGA and President of the Student Government Association of the Community and Technical College at WVU Tech. A candidate must submit an application to the Student Activities Office. The selection committee will interview all applicants and certify the candidates on the following qualifications:
1. Have and maintain a cumulative grade point average of 2.00 on the 4.0 scale. 2. Be a full time student and maintain this status during the term of office 3. The candidate must, prior to application, have demonstrated an active interest in the institutions and student activities. 4. The candidate cannot be the President or the Social Chair from either the West Virginia University Institute of Technology Student Government Association or the Community and Technical College at WVU Tech Student Government Association.

The Selection Committee is made-up of out-going SAB officers, the President of the Student Government Association of the West Virginia University Institute of Technology, the President of the Student Government Association of the Community and Technical College at WVU Tech, the Social Activities Secretary of the both SGAs, and the Associate Dean Of Students/Director of Student Activities. The Committee is co-chaired by the President of the West Virginia University Institute of Technology SGA and President of the Student Government Association of the Community and Technical College at WVU Tech. Section IV Joint Committee ChairsAll joint committee chairs are appointed by the Chairperson of The Board and approved by the Executive Board. The Joint Committee Chairs will consist of one student from West Virginia University Institute of Technology and one student from the Community and Technical College at WVU Tech. The candidates must meet the following qualifications:
1. The candidates must be in good academic standing with the Institution.
2. The candidate must be enrolled during the term of office.
ARTICLE VI DUTIES OF THE OFFICERS
Section I Chairperson of the BoardThe duties of the Chairperson shall be:
1. The implementation and execution of the Constitution.
2. To preside over the SAB Executive Board meetings. 3. To represent the SAB at all official functions. 4. To interpret the Constitution. 5. To appoint any committee when the need arises and to dissolve said committee when the need no longer exists. 6. To be an ex-officio member of all committees. 7. To prepare a budget for the year. 8. No voting rights unless a tie of the Executive Board.
Section II TreasurerThe duties of the Treasurer shall be: 1. To be an ex-officio member of all committees. 2. Assure committee reports are filed and maintained. 3. To act as Chairperson in the absence of the Chairperson. 4. Maintain all financial records of the SAB. 5. Assist the President in preparing the budget. 6. No voting rights whatsoever. Section III Social Chairs The duties of the Social Chairs shall be:
1. To vote on all matters that is presented to the Executive Board. 2. To report back to their respective Student Government Associations and brief the Senates with what is happening in SAB. Section IV Joint Committee ChairsThe duties of the Joint Committee Chairs shall be: 1. To plan and implement events that fall under the auspices of the committee. 2. To recruit from the student body members for the committee. 3. To preside at committee meetings. 4. To assign duties to the committee members and insure that they are carried out. 5. To submit to written report to the Treasurer on all committee activities. 6. To insure that all activities of the committee are carried out in accordance with Institution policy. ARTICLE VII FINANCING Allocation of funds for the SAB will come from the Student Fees distributed by the Student Government Associations. ARTICLE VIII AMENDMENTS Amendments can be made to this Constitution by a 3/4 vote of the Executive Committee. |
